British Academy and the Royal Society of Edinburgh respond to devolution proposals

The British Academy and The Royal Society of Edinburgh have jointly responded to the proposals of the United Kingdom Government on further devolution. The joint submission raises concerns about the “enduring” nature of the proposals given the limited time available for consultation with civic Scotland and independent experts.

The response also calls for the establishment of bodies equivalent to the Office for Budget Responsibility to provide independent advice on the fiscal arrangements between the United Kingdom Government and the four nations. It is also essential that there is an agreed approach between the UK and Scottish Government on the future arrangements of the Barnett formula, or any agreed substitute on fiscal arrangements.
